The Requested URL Rejected Error on Paysa*Ecard.com & Other Websites During Login Process

For some time entering the site paysa * ecard.com has shown me this error:

"The requested URL was rejected. Please consult with your administrator.

Your support ID is: 5362544146140079842 "

This problem also affects many pages when it comes to logging in. Pages work, but after entering the correct password displays or message or login error. The computer is fresh from the format, on a laptop that was unaffected the problem also occurs. Router and switch are well configured. It is also not a problem of given websites, because everything works from a cellular network (telephone). Anyone have any idea?

What operating system? What browser? Which version? System Update Status?

The hosts file is ok. This register is also not a reason - the problem is even when logging into the bank.

I have no idea what the cause may be. In cmd tracert gives normal results.
