In the early 70s, as the battery looked like a photo, I did such things, I cut the jumper with a lead with a metal saw, then I scraped the seal off the tar around the damaged cell and after replacing or repairing the connection, sealing with hot adhesive and welding of the joints between cells followed with the help of a carbon electrode and an external battery, and even if it was an external cell, welding was carried out without involving external power.

Reflecting on the cause of such damage, the first thing that comes to mind is freezing a discharged battery in winter, and in this case any further play with it makes no sense.
