For some reason the computer does not get an IP address from the router's DHCP. Do you have access to the Internet by manually typing the address into the wireless card on this windows?
    192.168.0.130
    255.255.255.0
    192.168.0.1
    and DNS also 192.168.0.1

After typing and validating, still nothing. Turning off and on Wi-Fi also didn't do anything.

The computer is connected to your router's wireless network?

Both laptops are connected to the same network from the new UPC router, with the difference that there is a limited connection on one laptop.

Have you tried to forget the network and reconnect to the router?

    - Check for the latest drivers for your network card
    - Check if the antivirus or system firewall is blocking something
    - Check if any application or the system itself is not living (safe mode with networking)
    - Check if you have cable access to the Internet
This is probably all that comes to my mind so quickly.

    The latest drivers are installed.
I turned off the antivirus and firewall - still limited.
Safe mode with network - WiFi is surprisingly connected (there is no inscription "limited"), but there is still no internet, it is impossible to display any page.
The Internet on the cable works great - checked a moment ago.

Card downloaded correct address? You checked the ping to the router and, for example, to wp.pl

She did not download, I pinged the router (192.168.0.1) - no answer, the same for wp.pl. The only difference is that the name of the network says "Connected", not "Limited".
