Change language - Change the display language in WINDOWS 7 HOME PREMIUM

Hello
Anyone know a way to change the DISPLAY language in WIN7 HP? Where to download language I have Polish and need to change to Norwegian. I downloaded the LIP package (Nynorsk) from Microsoft website and when I want to install it the message "This language of the LIP package requires other languages that have not been installed or selected: Norwegian (Bokmal)"
And this package - Norwegian (Bokmal) cannot be downloaded from the microsoft website only through Windows Update. But when I look for this package in Windows Update, there is nothing. Anyone have any ideas?

I will only add that WIndows Update does not give anything. There is still no language pack. Alternatively, it may be English if you can't do Norwegian.

In HP version you will not download languages from WU, you must have Ultimate or Enterprise.

I tried the vistalizer but it doesn't work, i.e. I get the message that everything is ok, the language has changed but when I try to restart I have to restore the system because something went wrong.

bcdedit / set {current} locale pl-pl (press Enter) And here instead of "pl-pl" gives "en-us"
bcdboot% windir% / l pl-en (press Enter) Is it the same?
