    Good day.

From day to day, the keyboard refuses to obey and does not write Polish characters. Please forgive for signs without a line or tail, but this is the thing. Keyboard shortcuts CTRL + SHIFT, or ALT + SHIFT do not work. No external program was installed, so no system assigned ALT + [letter] characters shortcuts. It is probably probable that I used LEWY ALT + SHIFT shortcut for changing the language, but I can not change the language back to Polish. Prejudice all posts - yes, I was looking for information on this subject, so I got to the control panel, and further the language, region and time and what I found in the options:
No Polish characters - No Polish characters and a keyboard of the Polish languag

Literally, no language is available. I started Windows Update again in search of the Polish language package, but I was disappointed. There are only language packages of foreign countries and the only thing that I managed to get is the resumption of a memory flaccid in the form of svchost.exe, which I will deal with. The priority is for me to restart the possibility of writing Polish characters, because I am writing an engineering work, and without it I can write with figs with the poppy. You have to guess what the author is after his head. In any case - are there any ways? Really the last thought that comes to my head is the format, I completely do not allow such a possibility.

My system is Windows 7. I am asking for help.

Control Panel / Region Language -> Change keyboards
The default language -> Polish Programmer
And at the bottom, the button -> Add

Ah yes, I tried it. Everything would be nice if something was there:

You did not write about it.
Did you do some cleaning on the disk?
If you have a carrier, try "sfc / scannow"
If it does not help, you probably have to think about:

Put a SMART disk with Crystal Disk Info.

If you have a restore point - use it.
Have you got any Windows 7 bug? I remember there are a lot of them in this regarding the disappearing language bar.
Playing with fixing this may involve the use of CMD and the commands dism.exe, Intlcfg.exe.

Maybe an infection. Do you have ctfmon.exe in processes?
Upload the FRST.txt and Addition.txt logs from FRST:

You know what? I've never ever used a restore point. ON LUCK, the copy was updated the day before yesterday, before the error occurred. As you can see, it worked. The only thing that worries me is:
No Polish characters - No Polish characters and a keyboard of the Polish languag

I tried, sfc / scannow could not fix this error. Although it is not important now :)

I still do not have ctfmon.exe in the processes. Generally, the topic to close, but I'm afraid that the situation may happen again. I do not remember installing external programs that eliminate the operation of the Polish keyboard or delete registers. My last question - can you save yourself from it? Create some backup on the disk? And can you make a backup on one of the disks, and then format the C drive, which creates some problems?
You helped me and you became interested in the subject, so I gave you deserved points :) You can only inform me on these matters and I will close the topic. Greetings.

Check the equipment as it writes @ safbot1st
Make copies of important documents on other media.
Making a copy of the system a bit too late, the copy is made from a stable system. At this point, as the restoration was only partially successful, I do not know if it's a good idea.

Well, from this point the system is already quite stable. I think I will have to buy a good and roomy external drive. Well, it seemed that the case would take a few more days, but in time to restore the system gave advice. Thank you very much for your help. Best wishes and Merry Christmas :) I close the topic.
