I used to have one too, but only one game. At that time, it helped me check the consistency of the files and remove the configs (rather, something was broken in them). Maybe I can transfer the game folder somewhere else and try to reinstall Steam? If you have CS GO, try to fire it from the shortcut to the executable file with the -steam parameter.
