I am a fresh Windows 10 user, and in other versions of Windows I have not encountered such a problem. I noticed this after 2 days after installation, but since I didn't need to move windows before, I don't really know which program it appeared after installing.
The problem is that explorer windows and other programs cannot move across the desktop. When I try to move the window in any direction, a big green 1 appears in the center of the screen and a green thin frame around the entire screen. When you release the mouse button, the explorer window maximizes to full screen. When you bring it back down, the previous size is taken in the same place, ie in the center of the screen. It is different with programs, e.g. the Opera browser / media player - these programs also maximize when moved to another place, but after restoring down they are moved to the desired location.
I think it has something to do with Windows desktops, though I haven't added any additional desktops. I also didn't find any options in the system that could fix it. I did not find anything like that in the AMD Radeon driver options.
Maybe someone had a similar problem...
