What could be causing this?

It is possible that this person has a duplicate contact with your number, so it does not display the name only the number and the sms can be added to the black list.

I had a similar problem, but I called the Netherlands.
The error was extremely simple with the entered no. on the cell phone there was a space after the area code. i.e. +31 xxxxxxxxx which resulted in my number not showing up when calling, but I managed to get through, but the SMS did not give advice. After removing the space, it worked and the number was visible to the person I called.
