Do they move normally under load? What temperatures under stress does the card reach?

The fact that the fans go out can be something quite normal, the card may have a passive mode - below a certain temperature the fans are turned off.

    EDIT:
I just noticed that under load they move - so it's like I wrote - close the case and play :)
    EDIT2: however temperatures.

Ok, I attach the report: https://mega.nz/#!d0Fl3QoD!Ij64wnhWPF0LQ6KTgOEIbOjxpTk48qYrfjzkKIpnp7s

I will add that when I started knowledge 3 on windmills from afterburner msi, I have 1/3 less fps and the card reaches 95 degrees before it was max 80

You were supposed to include a screen with sensor readings, not a hardware specification report.

What is the card temperature in idle? With these fans off? Maybe this card is just so programmed, in my GTX 1060 the fans almost do not spin at all.

I understand that in MSI afterburner you can regulate the speed normally and everything works?

Temperatures under stress at revs set to maximum are how much?

In MSI after boulevard, didn't you uncheck the automatic fan regulation?

@Misteriol These cards have semi passive cooling, put everything as it was at the beginning.
Turn on HWiNFO, start a game in the window so that you can observe the temperature and rotation of the graphics card fans.
After the graphics get how well I remember 50-55 °C fans should start working.

Uninstall all drivers, graphics card programs (your afterburner, if you have any other to control the fans or graphics, too), then install the graphics card drivers themselves. Run HWINFO, play some demanding game at least 10-15min and give screen but only the GPU section in this program.

Topic summary

The discussion revolves around issues with a newly built PC featuring a GTX 1070 graphics card, an i5 6600k processor, and an ASUS Z170 motherboard. The user initially faced problems with the system not displaying an image and the fans not operating until physical pressure was applied to the cooling system. After resolving the initial boot issue, the user reported that the GPU fans stop working after the system loads, despite being operational during stress tests. Various suggestions were made, including checking fan settings in MSI Afterburner, monitoring temperatures with HWiNFO, and ensuring proper driver installation. It was noted that the GTX 1070 has a semi-passive cooling feature, where fans activate at certain temperatures, typically around 50-55°C. The user confirmed that the fans began functioning correctly after reaching the specified temperature.
