Outlook 2016, 2010 attachments - No attachments in "forward & qu."

Hello,
I have a problem that attachments are not added with the "forward" option.
This problem occurs only with messages sent from the scanner, i.e. I scan the document and send it to myself by e-mail, then I take the "forward" option and the attachment is not added, although the message text is written in the message and you can see the attachment in the original message.
This problem does not occur when someone else sends me a message with an attachment then I can easily send messages via the "forward" option.

I tested on 3 different scanners and 3 different emial accounts.

If anyone had a similar problem, let me know

But the whole problem is getting it all to work in Outlook.

I wonder if some Outlook update broke the "forward" option

In what format is this attachment?

You scan the document and send it to Outlook so it is as the body of the message; what attachment are we talking about?

PS. Why not get interested in the free Thunderbird? (relatively light, lots of accessories).

As for Thunderbird, I know him and know that he is a firecracker, but unfortunately the company's requirements are different.
As for the attachment: I scan the document and send it to myself via email. The message looks like an attachment.

The problem was caused by Microsoft updates, and one KB4011626 to be exact.
