[Solved] Can't Disable Proxy on Windows 8.1 After Updates - Internet Options & LAN Settings Issue

As in the subject. It all started when I installed the updates. Pages do not open, but instead there is information that the proxy server is enabled. I tried to turn it off in Windows settings. But when you move the slider, the save option just turns off. In Internet options LAN settings I can not turn on because the button is faded and you can not click it. All programs that use the Internet and the browser do not work through the proxy.

Anyone have any idea?
