You have several methods on your computer, apart from creating rules in the firewall which I wrote about, which is the most reliable method, you can also:
-Use the parental controls built into the system, it has options to restrict internet access
-Changing network card settings (bad default gateway will prevent connection to external network)
When it comes to accessing sites only, setting a non-existent proxy will also work.
