In a nutshell, the 8570M card in combination with your processor is no longer supported by AMD has gone into the so-called "Legacy" mode, so what? A driver with a higher number than the one that officially released AMD is downloaded from the Windows update site for Windows 10 and replaced by "basic screen driver", i.e. as if the driver was almost gone

In addition, there are other drivers that interact with it that have been muttering since the Windows 10 autumn update.
What can you do?
First of all, disable automatic driver updates on your system from the WU website.

Then download the driver cleaner from AMD and start cleaning
https://www2.ati.com/drivers/amdcleanuputility.exe
Download drivers compatible with the card, i.e.
- 13.152.1.3000 win10
- 15.7.1 catalyst-win10-64bit
- 16.2.1-Win10-win7 Crismmon
and install in the order I gave it, i.e. first 13 then 15 and finally 16. If an application does not need newer drivers, stay even on 13.152 because these worked extremely well, if you need, install the next one. Download exactly the versions I have given, others will not overlap and will crash again.
Do not install newer drivers than 16.2.1 Crismmon, or a newer AMD panel because it will crash and restore the system driver.
Watch out for messages from the AMD panel about automatic upgrade to a newer version, after the upgrade it will stop working again.
If you will be installing more drivers, after installation 13 go to installation 15 without rebooting the system, but before installation 16 restart.
