Generally, the boiler must be in heating mode and if the room regulator signals too low temperature, it gives a heating signal and the boiler switches on.
If the radiators are turned off, the boiler will heat up the boiler water quickly and turn off quickly, but it will try until the temperature does not rise to the set value, i.e. the boiler burner will be fired unnecessarily.
If the boiler has heating mode off and works only in domestic hot water mode, the temperature settings on the controller are irrelevant to heating.
So much for the general assumptions, but how exactly is your case I do not know.
It would be worth reading the instruction manual from the boiler and regulator if you want to be an aware user and use the system to your needs. Unless you stay there temporarily, it's a waste of time to learn about new equipment.
