Hello, I wanted to restore my laptop to its initial settings. Seemingly everything went as it should, the regional settings screen appears and then the following message appears:

    Quote:
    Why did my computer restart?
There is a problem that is preventing us from getting your computer ready to run, but we believe an update will help fix it. How to download the update:
    1. Make sure your computer is connected to AC power
    2. If this computer uses a Wi-Fi network, select Next to see instructions on connecting to a Wi-Fi network.
    3. If this computer does not use Wi-Fi, insert a network cable to connect to the wired network and select Next.
    4. Once connected, select Next to install the update.

I choose whether Wi-Fi or LAN cable, as if something is being done, but eventually the laptop resets and loops, returning again to the previous point with regional settings.

There are all system and recovery partitions on the disk, so I don't know what the problem is. I have a question, if I reinstalled the system on the OS partition, would a new key be needed, or does DELL have the keys saved in the BIOS? Alternatively, is there any other way to do recovery on DELL laptops?

It must be with recovery or can you upload Windows 8 (8.1) from disc / usb?

I saw this is a tool, only one problem:

Launch the Dell OS Recovery Tool and enter the Service Tag of the computer where you want to reinstall the operating system.

What is my computer's Service Tag and where can I get it?

look for the Service Tag of your Dell notebook

The Service Tag is 7 alphanumeric characters long and the Express Service Code is a 10-11 digit string that is the numeric version of the Service Tag.
Dell uses these product identifiers to access specific device specifications and warranty information to provide personalized support.

For Dell notebooks, a sticker with the Service Tag is on the bottom. On some models, a flap covers the sticker.
On newer Dell models, the Service Tag is located on the top or side of the product.

Windows users can discover the Service Tag automatically with SupportAssist.
Also learn how to find your Service Tag using the Windows command line.

It does not necessarily have to be with recovery, I could download it from the board / usb. This is about Windows 10. The only question is whether the key is saved in Bios, and it will automatically pop in, whether a new license will be needed.

The system automatically activates. A new license is needed here.

It turned out that the Dell OS Recovery Tool for this laptop model gives you the ability to restore Windows 8.1 (I thought there is 10, the laptop is owned by a friend). We'll see if it works. How to do this restore? Set booting to usb and it will do the job, or maybe F8 and recovery from usb (there is something like that there)?

    Edit:
I can already see the instruction in the program

Added after 2 [hours] 43 [minutes]:

I have a question, I would like to upgrade Windows 8.1 to 10. Is it still possible?
