In every game, at least the one I played on the steering wheel, the younger model has such a pedal setting - Combined Pedals.
Try to check on which setting the throttle and brake (in your case also the clutches) are aligned.

Perhaps older software will be more appropriate for your problem.
I had this:
1. When I set all the forces in the steering wheel management program, it was automatically felt on the steering wheel.

I solved this topic, the problem was that for each game I had to create a separate profile in a dedicated program, in this case logitech gaming software, for example for Euro Sruck Simulator 2, I had to create a separate profile in the program and set everything in the program as I wanted , then launch the game and do the same in the game settings, it was simple, but it was hard to find a tutorial on this topic online.
