Hello, I need help to diagnose this simple (but not for me) power supply for halogen light, I have found nothing shorted, all capacitors ok, transistors also ok, only one diode (if it is diode) marked in yellow circle on picture is OL (digital multimeter shows OL). Where could be problem, thanks...

The measurement diode must be removed. If the meter continues to read 0, the diode is shorted and must be replaced.
