DDR3L memories should work even with memory controllers that didn't support them - usually these memories tolerate 1.50V power supply (although it's worth checking the specification if possible).

In the case of 3 gen core, it doesn't matter whether you put in DDR3 or DDR3L - both types will work (although it's best not to mix them). Gen 2 should also work on both, although it officially supports DDR3 (without L, for higher voltage, but as I wrote - L-ka will most often tolerate if you power it with higher voltage, so it will also work in practice, probably everything).

Dedication doesn't matter, buy a processor that will handle it. If the dedication does not increase the amount, then why not.
