ethernet controller

Hi.
i am a student and my project is an ethernet controller as follows :
1- the microcontroller is ***pic18f452*** from microchip company .
2- the ethernet controller is ***rtl8019as*** from realtek company .
3- the usb controller is ***FT232BL*** from ftdi company .
this attached file is an image , that is a pcb board that we're working on it.
the problems that we are facing as follows :
1- if the microcontroller is reset manually , the microcontroller is stop completely , If it worked properly before being reset .
2-If the hand is stretched out on the micro controller , top state for Micro happens.
I was checking my circuit but i don't understand my bug.
It should be noted that : the micro and usb work properly in normally but the ethernet controller does not working .
Any help is appreciated.

First of all, you should upload the schematics, because from the board itself nobody could say anything clever (of course it's possible but that's not the goal here).

For the first problem I would say it's not a problem, since the reset is there to make the contoller stop. That's the usage of the reset line.

The second one.... please describe it a bit more. What do you mean by "hand is stretched" ? Do you mean that you touch the microcontroller? And what is "top state"?

For the ethernet controller I think there is a software error. Refer to its datasheet for the right initialization. The timing there is important, and also check a reference design to see if you need additional pull up/down resistors or filter capacitors for the hardware to work properly.
