Please excuse my beginner knowledge of electrical components

First off, I would like to solder up a mini circuit that has a photocell and would only let electricity pass through the circuit if there is so much light hitting it.

I would recommend you include a working schematic of this project your trying to make. Also include other details like for what particular application do you plan to use the device and how much light intensity (lumens) would be needed to let electricity pass. The drawings you have included below the text is a bit confusing... better replace that with an image instead.
