USB ownership?

I want to modify the USB micro connector used in phones. (modify the connector size not the electrical connection) Is there anyone I need permission from? Apple will not let anyone make lightning cables without there permission. Is there some one in control of USB connectors? http://www.usb.org/home. ? ?

No one "owns" USB connectors, you can go ahead and use them. With apple its their design hence they control it.

I think that the development of USB standards is a collective effort of a lot of bodies, so it doesn't really have an owner.

Besides, there are a number of variations in usb port sizes, so modifying one for your personal use won't be that much of an issue.
