Ethernet video feed from underwater

I am working on a project and am looking for some guidance (very little electrical experience)

Essentially, I need to figure out how to transmit a live video feed (from an IP Camera) from underwater up to the surface. From there I need to produce a wireless signal for the video to be displayed on a computer or other device.

In addition to this, I am looking for ways to control the PTZ of the IP Camera.

How far underwater? Fresh or salt water? Range on the wireless link?

Ethernet and Fiber are options for cabling but the details depend heavily on the answers to the above questions.

For shallow depths and where reliability is not critical (as in nobody's life depends on it) Ethernet with POE run over a burial rated CAT 5 cable is the easy, cheap option. There are IP cameras that already have PZT and POE support. One you have the data at the surface, standard wireless will probably get you the rest of the way.
