Each element in the circuit is labelled ( c1, c2...) There are twelve design faults can you find them ?
I found
F1,D1,q2,c3,q1,d3,r15
Im not sure about the cap connected to the oscillator (c,28,29,32,33)
Also L1 and l4 are maybe not correct?
If someone could help me out with this it would be much appreciated...

Ezra,
You have done fairly well so far. To check for problems with the caps associated with the oscillator, and for the inductor on the switching regulator output, you will need to check the data sheets for the parts.
You might also want to take another look at the wiring of Y1....

Y1 is definitely connected up wrong. C32, C33 look good to me. Although C28 and C29 look a little low. The load capacitance of Y1 is 10pF. I haven't worked it out, but I think they should be roughly twice the load capacitance minus the stray capacitance.
Also R2 and R3 are far too low for the feedback circuit on U1. They should be in the 10K to 800K range. A further interesting excercise would be to correct the diagram with the corrections.
