How to Connect 74161 4-bit Counter to Count 0–10 and Reset Back to 3?

I want to do necessary connections to make this counter to count from 0 to 10 and back to 3. (of course using the 74161 binary counter).
It's active low (LDN and CLRN).

You can't do this with a 74161 as it's an up counter (can't count down). You need something like a 74191 which counts up/down. A BCD counter (74190) wouldn't work as it only counts to 9 then resets to zero.
You would keep the U/D input low for it to count up to 10. You sense when it gets to 10 (put an AND or NAND gate on outputs b/d (8/2) and trigger a bistable which will then put a high on the U/D input to make it count down. You then sense when it gets to 3 (outputs A/B) and stop the count by putting a LOW on the CE (Count enable) input. You arrange this so it only happens after it gets to 10, else it will stop at 3 on the way up.
You don't say what happens after it gets to 3 so difficult to be more specific here, but hope this helps.
