    I want to build a voltage-to-current converter with an input voltage of ±5 V and an output current of 1.4 A. Could you provide some suggestions?

    It's a bit off the mark.... You can't convert voltage to current....
    You have not given the full current/voltage conditions for both sides. You can't convert primary voltage to secondary current bypassing primary current and secondary voltage....
    After all, there are ready-made 5V 2A power supplies giving what you want: Link
    I don't quite understand what you want to do because in order to get 5V and 1.5A or 7.5 Watts on the secondary side, the primary side must also give at least 5Vx1.5A or 7.5 Watts not necessarily in this current-voltage configuration. And when this is not provided by the primary side then no inverter will provide this on the secondary side.
