You don't understand the basics. First, no electricity flows without a load. Secondly, the receiver draws its own current, depending on its resistance or its needs, if it is an electronic device. Any current, even 100A, can be drawn from the car socket, but then the fuse will blow. Again, the voltage source does not force a specific current in any way. It is the receiver that decides how many amps it will take from a given voltage. You should be interested in how much current your CB radio takes, so that you know what current efficiency the power supply must have. For example, if you were to connect a CB that takes 3A to a 12V power supply with an allowable load of 500mA, the power supply would probably burn out. But if you had plugged this CB into a 20A 12V power supply then everything would work as it should
