How to Get External IP on UPC 25mb/s With Thomson TWG850-4U for SA:MP Server Hosting

And I would like to have an external ip to set up game servers, and at the moment I don't know what to do. Is it to UPC or can you do it through a router or some program. And exactly this server is for SA:MP. And do you have to buy this address?
AND! And is it possible to make the server active only when we turn it on?

After all, you have an external IP... Maybe you mean port forwarding?
In the router options, you should have either Virtual Server or Port Forwarding. There you set what ports you want to forward and to which internal IP.

And where do I get the external ones?
