[Excel 2013] Non-Functional Sheet Side Scroll Bar: Navigation in Worksheet with Thousands of Lines

I have a strange problem with the file. Sheet side scroll bar does not work. The bottom bar (right / left) works without a problem. The worksheet contains several thousand lines and it is now virtually impossible to navigate through it. Since the file is used by a large number of people, I suspect that someone has blocked something, but now I don't know how to unlock it
Maybe some of you had a similar case?

I'm stupid - it's probably during this holiday season. The file is password protected against editing. Only some editable columns are provided. Yet someone just blocked the windows I thought it was blocked. A simple thing, and it confused me.
