Resetting PC Settings Failure: How to Navigate BIOS for Windows 10?

Hello. I decided to refresh my PC a bit, so I wanted to reset its settings. I do it according to the instructions and suddenly, when I load the blue background bar, I get this message: "There was a problem resetting the computer settings to its initial state. No changes were made." From what I remember, I had a similar problem and found a guide somewhere on how to get around it, but it was quite a long time ago. And here's a question for you how to do it? From what I remember there was something through the BIOS. Or something in such a way that you turn off the computer several times with the Power button, until some modes pop up, and then do it.

Download win10 image from MS site. Burn to DVD. Boot PC from DVD - clean install.
