GTA IV Steam: Fix FATAL ERROR WTV 270 with MS Games For Windows Live, i5-6500, GTX 1060, Win7

Hello, I bought GTA 4 on Steam, but when I want to turn on, I get the error: "GTA IV FATAL ERROR WTV 270". I learned that this is because Microsoft Games For Windows Live does not want to connect to the internet. I tried the reinstal, turned off the anti-virus and then the same. That is why I am asking for advice on how to make it work.

Slow system. Everything else works and connects to the net only this Microsoft Games For Windows does not want to connect, because after turning it on it pops up that this Live cannot connect to the net and that's it. I can't even play offline.

EDIT.
I checked that I could not install Windows Live ID and found that it could be because I had Windows Update turned off. Could this be the reason but I don't know what it is, that's why my additional question is what it is all about Windows Live ID is it something like that thanks to that Microsh * t will know what, when and how I do on the computer?
