What parts have you already purchased for a new machine?
Choosing such a processor as you suggested, it is a processor under OC (Overclocking). If you want to buy it because it has the option of overclocking, and you will not use it, it makes no sense. It just misses the point.
But we assume that:
You want to overclock the processor. Then you need to realize that you need to buy the right motherboard for overclocking processors. That's not all you will have to invest in better cooling, because stock won't provide you with the right working temperature. Noi the processor will burn.
I have had an i5 4690k processor for over 2 years. Its stock clocking is 3.5Ghz. I managed to turn it up to 4.6Ghz. Above this value, the processor was not so stable and its temperature exceeded 80 * C at 100% load. Thanks to this, I increased its power by about 30%, it could be felt with demanding games and programs. Wherever high computing power is needed.
