Hello I have a counter COUNTER 3 PHASE 16EC3gr 5 (80) A direct measurement of active energy - producer: Pafal. And I have a question, is it with Rogowski's coil or Hall sensor? Why am I asking? Because they come strangely high bills, and after reading this article I want to make sure:

It has no Rogowski coil or Hall sensor.

Report a complaint to the energy supplier. Another article that is confusing people in their minds is that they do not recommend these super Electricity Saving Boxes to lower their energy consumption when reading over the counters

Normal meters do not use Rogowski coil or Hall sensor. Probably such solutions are used in industry because it allows to measure electricity consumption without interrupting the current path. For us (in Poland), current transformers, i.e. indirect current measurement, are used in such situations. Of course, I write about meters used for financial settlements.
