    Problem solved. The case turned out to be prosaic, namely they were not connected by contacts in the steering wheel. I cleaned the two contacts on the sides, plus the ground transfer to the airbag housing where the horn switch is located. In addition, I bent the ground contact to make sure it connects well.

    How did I come to this? In sequence:
    1. I connected the plus from the battery to the plus of the horns. He sounded so the mass problem can be eliminated.
    2. I checked the fuse again. OK.
    3. I removed the module in which the fuse is installed. It turned out that the relay is right under the fuse. I pressed the horn, it turned out that there is no signal from the horn on the relay. So you can pre-exclude the relay.
    4. I didn't really know where the tape mentioned by my colleagues was. I looked from under the steering wheel. Without results.
    5. I decided to check under the airbag on the steering wheel. The battery plus must be disconnected before the operation. Then with a rod (a thin screwdriver, I used a drill) you need to push the protection through 2 holes on both sides of the cushions to be able to pull out the pillow. This can be done on one side, then the other. I unplugged the plug from the cushion and the plug from the signal. I took out the pillow completely, connected the battery. I touched the detached hatch from the horn to the ground on the steering wheel. Trumpet nice! So the problem is the steering wheel switch.
    6. In the next step I did what I described at the very beginning.

    I have verso 2010 and the same problem - the plate touches the aluminum corpus which has fallen asleep. I will add that to detach the pillow you need to press wires about 2mm diameter stroke about 7mm. I give pictures of the wires and the metal plate.
