PACE HDS7241 Decoder: Time Shift Function Not Supported, Software Version 163, NC+ Offer

I bought the PACE HDS7241 decoder from the NC + offer. Imagine my surprise that the TIME SHIFT option (stopping and undoing the currently viewed program) does not work - when you try to undo or pause there is a message "function not supported"

is this normal or is it a deliberate limitation of PVR functionality?
In various materials about this model they write that there is such a function.

In addition, the lack of EPG for DVB-T programs in this decoder is a significant drawback.
