Hello, I am planning to buy a Baofeng UV-5R walkie-talkie

Needed to contact a friend about 300 m away from me.

Do you need any permissions for such use?

Can I use any frequency or only on certain can you talk?

You cannot use this device without permission. A large proportion of stores, along with radios, sell radio licenses for specific frequencies. Only then can you legally use with as many licenses as there are people.

The colleague probably comes with radios from the PMR 446 band. They work on specific frequencies and powers (Google knows quite exactly on what). The conditions are strictly defined - if you want to use it quite legally it's best to buy something like this - or, as your colleague yes2mike advised - buy VHF equipment with individual licenses. The devices described by a colleague have not fully regulated approval issues - (someone please correct me if it is otherwise). Therefore, only licensed hams can basically use them legally, or on the basis of "replacement equipment" - holders of licenses for purchased frequencies - but until some control from UKE is not attached and there is no evidence of the use of equipment without approval. In domestic conditions, on the other hand, such use may last until the control is sent by a malicious neighbor who disturbs everything (listening to a known radio station, for example) or entering a hut of another service (tracking e.g. members of a gang cleaning basements from bicycles and preserves). Then it gets a bit warm and there may be consequences provided for in the Telecommunications Law. Also - risks - physicist ...

It has probably not been approved for several years. There is a declaration and CE marking, which is affixed to these devices (or rightly so, is another matter, but it is the sole responsibility of the distributor / marketer). Without this, no distributor could legally sell these toys within the EU.
