The colleague probably comes with radios from the PMR 446 band. They work on specific frequencies and powers (Google knows quite exactly on what). The conditions are strictly defined - if you want to use it quite legally it's best to buy something like this - or, as your colleague yes2mike advised - buy VHF equipment with individual licenses. The devices described by a colleague have not fully regulated approval issues - (someone please correct me if it is otherwise). Therefore, only licensed hams can basically use them legally, or on the basis of "replacement equipment" - holders of licenses for purchased frequencies - but until some control from UKE is not attached and there is no evidence of the use of equipment without approval.
