The mower did not walk evenly, choked, kicked black, I replaced the diaphragm and carburetor gasket because it turned out to be worn out, I also replaced the O-ring the mower's engine works evenly, but in principle it does not respond to the gas lever (yes, the cable is connected) regardless the position of the gas lever, the mower runs at idle. I wanted to move the cable which, I think, is responsible for the engine speed, unfortunately now, regardless of how I screw this arm, the engine after firing immediately goes to maximum speed. How to fix it, should the spindle to which the cable is screwed should be able to rotate fingers in both directions without resistance, should it somehow spring or something?

this stem from the speed controller should move and use this silver rod to move the throttle without resistance. Check if it's wedged somewhere.
Remove the tank again and check that you have put everything together.

Moving it moves without any resistance, when it fires up the cable pulls trying to close the throttle, I just don't know how to set it

I suggest you start by replacing the speed regulator spring, because yours is certainly not original. It is true that the only screw that is in the whole speed control system, tempts you to turn it, but I advise you to take care of it later, and it's best to leave it alone. Nothing changed there.

Unfortunately, it was tempting and I took care of it, the spring was supposedly original and at least in appearance it was like the old one (unfortunately the old one was destroyed before I got to the mower).

This spring from the photo is certainly not original. Type in a browser: "Briggs Classic speed regulator spring" and you will see what such a spring looks like. You can also probably buy it where you bought the diaphragm, giving the previously read Model Engine Code Type. In these speed control systems, spring quality is a key issue.

If you have already started gouging on the regulator lever, the most reasonable thing you can do is to loosen the clamp and turn the stem with the hexagonal end maximally to the left, and of course tightening the clamp. This setting plus a new spring will give some starting point. The rest can be done by bending or bending the metal plate on the control board, to which the spring eye further from the carburetor is attached. It may or may not.
