You probably have a leaky refrigeration system and there is too little refrigerant to cool the upper compartment. A good cooler can be repaired.

I turned off, waited a few minutes, turned on and the top part of the back panel in the refrigerator was cold, even the water condensed, so it's probably not too little factor?

Today again after almost 24h I turned it on again and it freezes only part of the freezer ... And yesterday, as I wrote above - after switching it on again was the cold upper part in the refrigerator. Does anyone have any idea maybe?
