Error KERNEL32.DLL win7 - I can not install the program because kernel32.dll

I get this message "the procedure entry point was not found setdefaultdlldirectories in the kernel32.dll" when installing discord, I have windows 7 with sp1.

The problem arises from the moment when I had to put the system back on the ground that the system disk was burned and installed on the new disk.

I've tried to run as a cmd administrator and do a scan with "sfc / scannow", I also tried to download kernel32.dll from the net and replace it, but I do not have permission to do it and I'm not sure it will help.
