TV BOX MXQ PRO 4k causing slow internet on all devices: WiFi, Ethernet, TP-Link W8961ND Router

I bought the TV BOX MXQ PRO 4k and the problem is that after starting the device, even without launching any application, it will silt the entire internet at home on all devices. To the extent that the speed test does not indicate any speed, ping jumps, and normally I have about 6 Mb / s. I don't see anything downloading, android is version 6. It doesn't matter if I connect it via WiFi or via Ethernet. Factory reset does not help, interestingly the internet is silted even when resetting the device. I am using neostrada and Tp-link W8961ND router.
