Windows 7 - No letter "Ł" - after pressing Alt + L the system locks

On a computer with Win7 HP x64 somehow disappeared the possibility of entering the letter "Ł" - the key combination Right Alt + L or Right Alt + Shift + L blocks the system exactly as if I had pressed Win + L.

I don't know what's going on, the computer is used rarely, the last thing was installed is the standard Windows update.
Intel graphics - keyboard shortcuts are disabled.

how to solve it?

Yes and that was it - I just discovered a bug in the new prog version. for remote access.

A shortcut to send the "Win + L" shortcut to the remote set to Ctrl + Alt + L, but it is also sent after pressing Alt + L. I set sending to Ctrl + L and eliminated the problem.
