    Nobody is to poison. Both a dump and an individual person. For something catalysts, dpfy and the like were invented.     Of course, I agree, with the difference that an ordinary citizen will be punished for cutting out the catalyst with a significant sum, and no one has been and will not be punished for burning the landfill.
