OBS Streaming: Scaling Resolution with i3-2.93GHz, 4GB RAM, Radeon HD 5450 & GeForce GT 220 Setup

Basically, I have a problem, I have equipment:
4 gb GB RAM RAM
I3 - 2.93 GHz
2 x card:
Asus Radeon HD 5450, 1GB DDR3 - on the monitor [there OBS, uTube chat, fb and other bullshit] - exactly this

because I saw the 512 models mb MB.
Nvidia GeForce GT 220 [this is how the system detects] - here the material for the stream, e.g. browser, fullscreen game, etc. - I have a 2GB model, I see it on the internet:

Basically, I don't see the question. What do you want to achieve?

When the stream on YouTube flies, it scales it to 800x600, so the quality is tragic. Is it the fault of the settings or the poor equipment? If the settings are looking for a solution to this problem, if the hardware is what I should change in gabs
