Windows 10 Pro 64 bit Updates & Program Issues: Black Screen, ASUS P8B75-M, Intel Core i7 3770

Hello. I uploaded a new original Windows 10 pro 64 bit and after updating and uploading the programs I needed, I had to leave for two days. I arrived today and some applications are not working in the system. I will add that sometimes I have that when turning on the computer I have to turn it off on the power supply because I have a black screen and the second time the system starts up correctly. I don't know what's going on. Below is the computer specifications.
Asus P8B75-M motherboard
The power supply is Corsair VX450W
Silicon Power S55 120GB SATA3 SSD
The processor is intel core i7 3770
32GB DDR3 memory
I will add that I did scans DR.web, malwarebytes, AdwCleaner, but nothing was detected. I will add that all of this has gone away.

Insert all 3 SMARTs from disks with partitions C: E: and F :.
Place the CPU-Z tab.
Describe the visual condition of the capacitor tips on the motherboard - whether they are swollen / cracked.

Capacitors Ok, this is the new board.

Personally, I see 2 problems - cold start and maybe infection or error in OS.

As for SMART disks, there are no serious problems, but the SSD to improve the signal cable, or to replace it with a 100% functional / new due to on (C7) - for monitoring.
Elder Seagate - to monitor (BC) - did not answer the command once.
In general, if there is a problem with the cold start, immediately compare the new SMART with the old one.

at cold start with focus on + 5V PG / SB.
The power supply can also be replaced with another branded one.

Ok, maybe a fresh purchase, but see that you have old type capacitors on it.

I have no idea. Describe the symptom exactly as I asked. Did you make fixlist.txt? Any improvement is felt?
