    Hello.
I've lived in a new building for a year. I have unremovable heat radiators on the radiators. Ok, nice. Till today. I received a settlement invoice. I pay the rent for the heating and allocate the allocators once a year. The bad luck was that for the first year no one lived here, the apartment was closed and radiators turned off at zero. Unfortunately, the allocators had it somewhere and calculated the heating. I have to pay PLN 682 for radiators turned to zero. Well, such anger in me grew that it was close to me that I took the hammer ax and dismantled them quickly. But since there were always good professionals here, I would like to ask for advice. Should I take a hammer and dismantle it or an ax and go to the manager for an interview?
    I just feel robbed!

You must check the regulations (I do not know if the cooperative or the community) how heat is accounted for. For example, it is also the case that all the heat consumed per block is divided so that 60% for shared heating, i.e. those rooms that are unmetered and 40% divided into allocators. I used to have the opposite (60% for divisors and 40% for common ones).

Despite the thermostatic valves turned off, as the room temperature in winter will drop to 8 degrees, the valves on the radiators open automatically so that the radiators do not freeze. Maybe you left the window ajar during the winter.

Submit a settlement. How many impulses have these allocators received? Maybe the thermostatic valves are now to be replaced?
I have the same in a little used apartment and if the thermostatic valves are turned off, it doesn't give any impulses ...

For example, I can give you my accounts for 2017. I only had 86 impulses on three divisors. The flat is normally used, the block is insulated in rooms around 22-24 degrees. In the annual settlement, about 10 PLN was charged for these impulses and I paid over 350 PLN for the remaining part. As I wrote before, we have a 60 to 40% split

It turns out that the problem concerned one divisor. In the radiator turned out to be a faulty valve that despite turning to zero and still let water. I don't know if the developer will refund me for the crazy heating. Case pending, valve replaced free of charge. Tracking it was achieved by listening close to the valve. There was a slight noise.

Topic summary

The discussion revolves around a user experiencing unexpected heating charges for unremovable heat radiators in a new apartment, which had been unoccupied for a year. Despite the radiators being turned off, the user received a settlement invoice for PLN 682 due to the allocation system used for heating costs. Responses suggest checking local regulations regarding heat accounting, the functionality of the heating allocators, and the possibility of faulty thermostatic valves that may have allowed water flow despite being turned off. The user later discovered a malfunctioning valve was the cause of the charges, which was replaced at no cost, and is now seeking potential reimbursement from the developer.
