    As written earlier - the red diode signals the absence of one phase, i.e. either the fuse in the network or in the pre-meter protection may be blown/they are sealed and this fact should be reported to ZEO/

    It means the absence of 1 or 2 phases at the same time, if there are no 3, nothing lights up :-) ). If such a diode turned on immediately after the meter was reinstalled, it means that the phase sequence has not been maintained and one of the voltage coils is connected in the opposite direction.
