    Hello,
I've had a problem with my Win7 64bit network adapter on my desktop PC for a long time. After turning on the computer, the network card does not work (red cross in the taskbar). After rebooting or after enabling and disabling the adapter driver in device manager everything works fine. The problem always appears when turning on the computer.
I tried to reload the system and it still had the same problem.
It appeared, most likely, after repairing the bios on the motherboard (replacing the BIOS chip)

What is this computer? Do you have the latest bios uploaded now? You reset cmos and set everything up again?
What is this unknown device and why didn't you install drivers for it?
Do you have all the updates from WU installed?

    Gigabyte GA-Q77M-D2H
    G2020
    16 GB RAM
    512 GB SSD

The unknown device is a sound card, therefore not 100%.
    The bios is uploaded good.
What do the updates have to do with this, since the computer previously ran normally.

I asked if the latest bios was uploaded. You also did not answer or reset cmos.

I see that you are not eager to answer, then maybe connect another card to PCI, PCI-E, USB, check if it will work ok and that's the end of the topic.

I checked on ubuntu if there was the same problem with the network card. No changes, only after restart did the network card work.
As for the BIOS. Resetting CMOS didn't change anything.

I had the latest BIOS loaded by the service that repaired my disc at the time, but I re-uploaded it today myself, as you suggested. Now I have the bonus of turning on the computer in the form of incessant short beeps (as in this video https://www.youtube.com/watch?v=e62GHQ3b7H0). If I press reset while beeping, the computer restarts normally.

Then I also tried to upload an earlier version of the BIOS, but it did not work, no changes at startup.
I tried to shift the RAM, it also did not help.

What exactly was the service repaired?

The board does not seem to be working properly. Did you check the framework etc? For example, with one bone.

I checked RAM in various configurations and slots.
They loaded the BIOS, but I do not remember exactly whether they soldered a completely new chip, or maybe they soldered the original one (cold February). It was some time ago ...

I had similar problems with Intel cards on the Optiplex 7010 models (same card model seems to be). No witchcraft, no BIOS updates, no versions of the card and chipset drivers to help. As the hardware was under the seller's warranty, I was sent a new motherboard - and then, without any changes to the settings, the card started to work properly.

The problems were roughly like this - system loading extended by 20-30 seconds, then code 10 in the manager. Sometimes the system loaded normally, the card worked. In the case of code 10, removal and redetection of the card with the reinstallation of the driver caused the card to work until the next restart. In the case of delayed start and code 10, the system logged an error in the event log about this situation (unfortunately I do not remember the exact content).

    Added after 1 [minutes]:

An intermediate solution also worked - disabling the card in the BIOS (so as not to unnecessarily extend the start of the system) and adding another network card (in one model after the warranty, I was forced to do so).

Thanks for the answer. It is this delay in startup that also happens when the network card is down.
I would also turn off this boarding card now and connect one on my pcie, but I made myself this persistent beeping at the start, no matter if I turn off the power supply in bios or not.
Besides, this computer ran very stable and practically trouble-free.

Topic summary

The discussion revolves around a persistent issue with a network adapter on a desktop PC running Windows 7 64-bit, which fails to start upon booting, indicated by a red cross in the taskbar. The problem began after a BIOS repair involving a chip replacement. Users suggest checking the BIOS version, resetting CMOS, and ensuring all drivers are installed. The author confirms the BIOS is updated but experiences additional issues, including persistent beeping at startup after re-uploading the BIOS. Similar problems were noted with Intel network cards on Optiplex 7010 models, where hardware replacement resolved the issue. The author considers testing a different network card but is hindered by the new beeping problem.
