Because from what I associate, the installation is done and not done, and it usually takes more than one day.

Yes, but the measurement is made, and the report is also issued. Enter the contractor in the next line.

Power of installed receivers according to the table. In the case I am discussing, there will be a total of maybe 150W from all the lamps in the whole house. The rest of the items are missing. Why does the table not include mains sockets? Could the table come from the times when the biggest "devourers" of power were light bulbs? What should I enter in the "total installed capacity" item then? If the potential maximum sum of power of all receivers is again a question, why this table?

The commissioning of the installation is usually done when nothing is connected to the sockets, at least that's what this table assumes. Tell me what you need and that's it.

    counter force... light...
Another riddle. The meter is single, three-phase, which position should be completed?

I would put the current counter in "Light", next to the strength marked "none".
In the end, it is the client who will follow you if his piece of paper does not suit them in the offices. Do according to the law and your own conscience, inform him that he will be responsible for the problems and fulfill what he gave you.

Because this is not a typical protocol for testing the electrical installation, according to some patterns (which, by the way, there are no unified ones), but the acceptance of the installation made on the basis of visual inspection, and for the needs of the power plant or county office, since we are dealing with the number of the sealer, for example.
In the title we have a mention of the construction log, so this protocol is not by chance an attachment to the notification of the completion of the construction process?

    So everything is clear.
Usually, such acceptances are carried out by a committee, with larger investments.
Here you can safely fill out this paper based on the project, for example, and/or design assumptions.
    And yes :
    - construction log - you know
    - total installed capacity - according to the above or assumptions
    - power of installed receivers - according to assumptions or *delete as appropriate
    - counters - according to the existing state
    - connection - you know, power supply to the object
    - defects - if there are (but which self-respecting babola maker will leave)
    - simple rest - on/off and number/s of seals
    - a sealing device - and the contractor has one and "secures" it, because when it comes to the meter / and - ZE
