[Solved] PS2 Slim 7000X: Disk Won't Spin, Lens & Motor Replaced, Continuity & Voltage Checked

Hello, I have a strange issue with my PS2 slim model 70000X.
The lens is moving to the correct position and the laser is trying to read the disk. The lens goes up and down two times then it stops. However the disk won't spin no matter if I put in CDs or DVDs or backups.

I have already changed the lens and the disk motor; I have checked the continuity on the flat cable which connects the motherboard to the lens;
the issue is still there.

A guy from a discord server guided me to check the continuity of components around the IC SP3751: none is "beeping". I have also checked the traces between those components and the pins of the IC 3751. Continuity was ok on all traces.


Also, I checked voltages of the power rails (check the image)
Green = 1.75V
Blue = 3.5V
Red = 2.5V
Orange = 5V



Everything was ok.
Unfortunately that guy cannot help me anymore.

Does someone could help me to fix my PS2?

Essential questions? Is the disc spinning and read attempts are made, is the CD standing up and not spinning? machips console and what factory, did you use any magic swaps on it or not?

Disk doesn't spin when the laser is trying to read any original disk (CD or DVD) nor backups.
I used Swap Magic to install FreeMCBoot on the memory card. But now that memory card is damaged so I cannot use it anymore.
Never installed a mod chip.
