As seen in schematic R7 acts like current sense resistor for the mosfet's current. Usually if this resistor is burnt there are some other components failed too, as the mosfet, npn transistor and so on. Test them one by one with multimeter and also check the mains capacitor since this can alter the duty cycle if a significant amount of capacitance is lost. In my opinion do not hurry to power up the circuit at once if all the components have not been tested previously.
