Designed from the begining for long haul. DC needs higher voltage to go the distance. POTS (Plain Old Telephone Service) runs for miles and requires no power at the station end.
In other words, the reasons are historical. Other than to keep compatibility with existing components, there is no technical reason why it has to be -48V today..
